The Top Hand Award has been presented since 1960. Originally, the criteria for the award were scholastic performance, religious participation, and Post 18 service. The current criteria is "consistent, dedicated service to Crew 18". The recipient is selected by Crew 18's adult leaders.
As you can see below, there have been years when no Top Hand was awarded, and there have been years when it was awarded to more than one person.
